Is there a way to add color to a black and white or grey scale photo? If not there should bean option.

Yes!

Photoshop has an AI Colorize Neural filter:

Manually, either via masked fill layers (gradient, solid fill) and an appropriate blend mode (color, multiply, darken or whatever), or by hand painting on a blank layer with blending mode.
