DPLI System (dynamic-point-line-info)

Hello Dear All,

Since long time I was wonder that how would be useful if I can create dynamic point line info system as a plugin for everyone. Something like shown down below! Wish to change start and end point like drag and drop way, if you have them like more then 20 it would be easy to arrange them. (Lines could change direction and length according to text location!) 

I even don't know how does it call that kind of system but I gave my own name for that (DPLI) Autocad have that kind of stuff with attributes as lisp but I don't know where to start plugin for Photoshop which I need so badly! If you have any info about that please let me know!
