Full set of controls in layers in lightroom/camera raw

I would be very helpfull if each layer has a full set of controls. Curves were incorporated and this was a game changer. I would also like to have the control in ecah layer of the color mixture for converting to black and white. For instance, I might want to make blues darker in the sky but not in a lake, global control does not allo

Not sure what you're referring to here. Lightroom and ACR are parametric editors that don't have or support layers.
