Is there any way to permanently lock the Generative fill on the toolbar or at the top?

I love generative fill, but it always seems to be floating at the bottom of my images and it blocks part of the image. I know I can move it and lock it in place for that image, but the next image I work on has generative fill right back on the bottom of the image! Is there a way to have it permanently on the toolbar so when I click on crop or an icon, it will then pop up but NOT at the bottom of an image? Or maybe lock it to the top file menu bar permanently instead of having to do it with each image?
