Make the hand tool available in every panel: Currently, the hand tool is only available in the canvas window. Allowing users to use the hand tool in every panel, such as the layers panel or the history panel, would make it easier to navigate the interface with mouse and all types of graphics pen tablets.
I'm confused about how you might expect the Hand tool to work in the Layers and History panels. Do you mean instead of the scroll bars that each of those panels has or something entirely different?
I would like to use the Hand tool to scroll every pannel, as it would be a lot easier to just press the spacebar key to temporarily activate the hand tool, and drag the pointer in the panel up or down to scroll panel content with a drawing pen tab, like xp-pen which does not support drag to scroll function in photoshop, and it can give additional functionality to hand tool by making it more useful, and also because there is no use of middle mouse button in photoshop. Many software eg: krita also has a support to use the pen tab to scroll panels.
