missing 'Paste in Place' for web app Photoshp

I am cuting and pasting parts of my image for puppet work for Adobe CH Animator. I cannot find the 'paste in place' option in the web version of Photoshop.

 

It looks like there is a way in desktop of Photshop, according to these docs

I might have just figured it out... in the web version

Web app

1) Copy ( do not cut) a section

2) go to file menu, choose LAYER > New > Layer via copy

3) look in Layers panel, you will now see new layer appear with just your selected area

In desktop version, after I select an area of my image and do cut (ctrl +X), or Command +X  and then go to file menu and choose Paste in Place -- see screenshot attached
