Moving liquify tool to the general brush tool or to a distort brush

Could we please have a "Liquify mode" available for all brushes directly within the main interface? It's surprising that such a powerful and widely used feature remains tucked away in a legacy filter with a separate interface.

I disagree. 

Liquify is a Filter so it obviously has no place in the Tools Bar. 

For minimal edits the Smudge Tool might serve.

I moved your post to ideas, but I also have to disagree with this suggestion. Liquify is a resource hog and used for specific things. I teach it as a "just because you can, doesn't mean you should" tool.
