Overall adjustment layer.

Could we implement an adjustment layer that functions similarly to After Effects' adjustment layer? Instead of duplicating or converting it into a smart object, we could have an adjustment layer positioned above all other layers, capable of applying effects like filters and adjustments.

Not sure I follow. That's how they work now - ? An adjustment layer can either affect all layers, or just the underlying layer, or just the group or smart object. What else do you want?

I take it you mean filters like Gaussian Blur and such?

To apply them on all the layers below without having to merge everything into one layer?

The only way to apply filters from Filter menu to all layers in the Layers panel is to merge non-destructively (Ctrl + Alt + Shift + E), for example, or to convert all layers to Smart Object layer what will give you opportunity to edit each layer at any time by editing Smart Object layer.
