P: Ability to modify Alt [ and Alt ] change layer selection shortcuts

Alt [ and Alt ] change layer selection with NO option to disable. Don't confuse this with move layer.

This is another example of doubling up hotkeys and in this case NO option to disable. As brush size is [ or ] this is VERY disfuntional. I had to change my hotkeys for brush size to avoid this issue and disable other hotkeys becouse there is NO WAY TO DISABLE ALT [ or ALT ]
