P: Photoshop Web: Support customizable workfspaces i.e., floating panels and tool windows

I'm a tablet user and I can't use Photoshop Web because it's not customizable enough for my needs. I need to put icons in specific places because otherwise the pop-up windows, like the layers window, take up too much space. I'd like the interface improved in that area.
