Photoshop feature "generative fill" doesn't work in Shared Device license.

In our educational Adobe license we cannot use the "generative fill" function in Photoshop. We use the Shared Device license (Default - Creative Cloud All Apps for K-12 - Shared Device, ETLA). Is there a way to add this feature? I see a lot of questions about this, but Adobe just doesn't come up with a solution. Should we purchase other licenses and incur high costs? Then the entire effect of the educational licenses is gone. I hope you (Adobe employees) will think about this and come up with a solution. This will help many school institutions.
