"active layer and below" for delete tools

Is it possible to have a "active layer and below" swatch option with the "delete" or "healing brush" tools, in the same way that this option exists with the "stamp" or "eyedropper" tools?
Currently, only the "all layers" or "active layer" swatch option is available.

Could you please post screenshots taken at View > 100% with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible? 

1) »Delete Tool« – do you mean the »Eraser Tool«? 

2) The Healing Brush Tool features the »Current & Below« setting (see screenshot).
