Scaling Photoshop 2023 Layer Effects Proportionally When Using Transform Tool

When using the transform tool, my layer effects should also scale proportionally. I'm super frustrated with how I am forced to manually scale all my layer effects after rescaling the size of an object/layer. This is a very inefficient way to work. Where's my preference option similar to scaling strokes and effects in Illustrator?

It is old, but at least there are 43 upvotes at this point.

It actually wasn't even an issue until I started using recent versions of Photoshop. Layer effects use to have an option to scale proportionally, but for whatever reason they decided to remove it.
