I think this would be a nice improvment for people who end up with 25 layers+ for a single picture. Instead of having to shift control alt E, and click back and forth on that layer to color pick. Sample all layers combined median is almost always to far off for minor pallete changes.
If there is a way to do this already, then I haven't seen any videos on it.
