Can you explain in more detail exactly what you are trying to create? Are you trying fill text with an image or a pattern? Some example images would be very helpful.
I was suggesting that a quick way (tool) to achieve that shown below would be useful i.e. A back ground for text without having to create new layer, selecting colour then using paint bucket then positioning the layer below text.
It would be very usefull if you have lots of text that need back grounds to make it stand out.
