Will there ever be text customization on the ipad version? I really hate the fact that I can't do simple adjustments to text like outside border and shadowing. Is there currently a way?

In Photoshop for desktop, drop shadows and borders are "layer effects", available through the Layers panel. Layer Effects are not yet available in PS for iPad.
To see this, first go to Layer Properties. "Effects" and "Smart Filters" do not show up until you Convert to Smart Object. Once you make the text a SO, both appear, but say they are not available yet. This looks to me like Adobe is working on it, so look in this panel if you don't see a notice elsewhere.
