Similar to the brush tool, the contextual menu (right-click) one gets with the move tool could be upgraded to a full layer panel, maybe with the layers that are not under the cursor grayed out.
It could spare users lots of mouse/stylus travel, compared to the rudimentary menu one currently gets.
