All video functionality gone in photoshop.

I recently got a new laptop, one of the m1 chip macs. previously I was able to import videos, which i use for animation, on a 2018 macbook air. now not even previous projects will not play their videos and the timeline feature no longer allows me to hit play. this is the error message I get when attemting to import any kind of video file:

"Could not place “filename.mov” because no parser or file format can open the file. "

Additionally im not able to do things like purge the video cache because:

"Could not complete the Video Cache command because DynamicLink is not available."

im not sure wether dynamic link is related.
