Brush lag PS CC 2021 ver 22.3.1

Hello.
I've noticed that my brush is lagging big time. 
Here's a video of the effect.

Details in the video description but here they are too:
Blank document 5000x4000px 72dpi
OP: Windows 10 64bit
PS version: 22.0 (rolled back from the latest 23.3.1 which was the same)
CPU: i9700K
RAM: 32GB
GPU: Geforce 1080 8GB
Tried to turn on and off the PS GPU settings, tried to play with the cache sizes (1,2,4,etc), tried to select different DRAW MODE (Basic, Normal, Adv, all the same), turned off the Smoothing option at the Brush options, tried to update the graphics card driver but it's the latest.
At the Photoshop system info, I have found this line:
"The GPU Sniffer crashed on 19/04/2021"
This means that the GPU driver crashed and GPU doesn't work at all, right?
I have attached the system info file to this post.
Also my windows task manager shows that when I using the brush, the GPU doesn't work at all, but my CPU goues up to 80% during drawing. Image also included to this post.
So to me it seems like my GPU is working (tested with many games, I have no issues with my gpu at all) and PS says GPU acceleration is on, but it's actually off?

Please advice, what can I do now to get my fast brush back?

In the meantime I have figured out this:
- At the Brush Settings the lag is changing when I turning the SPACING on and off
- If I turn the Spacing OFF, the lag is gone and I can see at the Task Manager that my GPU is starting to work
- On the other side if I turn spacing ON and let it at the lowst 1%, the lag is massive and also in the Task Manager I can see that my GPU isn't doing anyting, all the work goes to my CPU instead.
Take a look at the screenshots during brushing, it's clear:
