Is there a way to adjust brush settings to give me just 2 colors (foreground and background) for scatter painting? Seems like no matter how I adjust the settings, I am getting colors I don't want when I scatter. Even black which I certainly don't want.

Is this in Illustrator? There are no foreground and background colors, just fill and stroke.
