Can a video clip in Photoshop be coloured or made bright or dark?

I find at times that I am not happy with a video clip in P/Shop.

Can the color of the characters or scene be modified or made brighter/darker at all?

Many thanks. Sahil, for suggesting Aaron's tutorial. It was certainly an eye-opener as I am new to the subject.

I wasn't sure that Photoshop can edit a video at all and I soon noticed there were competing tutorials on video editing.

It will take me sometime to get familiar with the technique but I know I'll get there.
