Cheap device as a backup computer to run Photoshop?

I've had a desktop PC for around 6 years. I'm planning on getting a new PC sometime in the relatively near future but I also want a cheap backup device like a tablet that can run Photoshop. I've never owned a tablet and can't imagine them anywhere near as fast as my PC for a relatively inexpensive price.

 

Here's my current PC specs: 


Processor Intel(R) Core(TM) i7-2600 CPU @ 3.40GHz 3.40 GHz
Installed RAM 16.0 GB
System type 64-bit operating system, x64-based processor
Pen and touch Pen support

 

What inexpensive device could run Photoshop and/or Creative Cloud reasonably well and also allow me to use a Wacom tablet?

Or a laptop. The cheapest thing that runs PS that not too far in specs from my current PC. I'll invest more money when I get a new PC but I'm thinking backup.

Sadly nowadays GPU prices are sky-rocketing. As I bought mine gpu for almost half of the price that it currently has...
