So I'm definitely not the first one to post this problem on the forum.
When I try to open a .PSD file or open a .jpg or whatever I get this pop-up. I have 2 options.

OK or Learn More.

I have followed every post on the forum and tried every "solution to this problem"
1. I have updated photoshop.
2. I Disabled the Discover Panel

3. I have rolled back to the previous version of Photoshop
4. My system requirements are good enough
5. I have disabled Generator
6. I have Reinstalled the Graphics Driver and updated them.
7. Removed the Photoshop Settings Folder
8. Turn off GPU Acceleration

The only thing that ever helped was removing the Photoshop settings folder. But only for a day or so.

After all of this didn't resolve the issue I removed everything from adobe from my computer, ProgramData, Local Data, Registry Data. After that, I installed Photoshop again and the issue was resolved for a week or so. And now it's back again.

Please fix this annoying issue.

How much RAM and spare disk capacity do you have on your hard disk?

Have you tried resetting the Photoshop preferences?

Assuming you have the correct system requirements, it might be worth uninstalling Photoshop using the Adobe Cleaner Tool and then reinstalling the application.

I have 32 GB of RAM and I have 1 TB of free disk space on my Hard Disk.
Like I said in my original post, I have reset the preferences multiple times and reinstalled photoshop many times and even deleted everything Adobe on my computer.

I didn't see reset in your list, that's why I mentioned it.

Did you use the Cleaner Tool to uninstall Photoshop?
