Draw a marquee with the Zoom Tool?

I want to do this (taken from This Adobe Help Article 😞

But when I try to click and drag the Zoom Tool, instead it just arbitrarliy zooms in! I've been using Photoshop for 20+ years and I don't know whose great idea it was to move the cheese like this but I want these kids off of my lawn and my marquee zoom tool back.

Thank you for your help with this; every time that it updates I have to fix everything but this time I don't know why it's broken at all.

Sigh. sorry, I found the "scrubby zoom" ticked on in the options.

I could not delete or edit the original post so I'm at least tryign to clarify that I figured it out.
