Error on PS Start

I am using PS v22.4.2 on Windows 10 Pro. Windows has all updates installed.

Yesterday while starting PS I got the folowing:

Error reading machine specific preferences. They will be reset to default. 

This now appears everytime I start PS.

Any ideas on how I can fix this or what is causing it?

Make sure your user ID has full permission  for your Photoshop version Preferences folder. and run Check disk on your disk.   If Photoshop rebuild your  user id preferences they should not need to be rebuild every time you start Photoshop.  Ether  their not being fixed because of permissions  or there a disk problem or there  is a problem in Photoshop  that corrupts preference files.
