It appears that the gradient groups for Photoshop 2021 are missing.  I believe there are supposed to be gradient groups organized by color in PS 2021.  Below are the gradients I have in my library and the option to add gradients is grayed out.  Help.Screen Shot 2021-07-06 at 11.12.05 AM.pngScreen Shot 2021-07-06 at 11.24.03 AM.png

What have you done for all-purpose trouble-shooting so far?

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

Solved.  Apparently there is a limit to the number of palettes that can be loaded at one time.  I had a number of custom palettes loaded that were carried over from previous versions of PS.  Once I removed a number of the older palettes the stock palettes appeared.
