How to resize free transform area without resizing image

Hi,

I am creating an animation character and in order to get it working properly I'll have to define reference points for each layers.
For some reason some of the layers has extra large area around the image it self. Some of the layers has area that is just right size for the image.

Is there any way I can resize the free transform area, without affecting the image size?
(Photoshop version 22.1.1)
