Can Adobe Photoshop really be used to create and style a website? Someone said that you could create a website from the scratch o Photoshop and extract the HTML codes afterwards. Wondering how such a website would look like. Is it similar to sites created with WordPress?

Sadly there is no direct Adobe solution for a PSD Photoshop file to a web page.
There are third party options to do this ans they have various limitations.

Will give you a starting point of possible solutions, some free.
Lastly, these mainly are useful for single page sites.
Your best option is to design in Photoshop and use the graphic assets you create in a program
like Adobe Dreamweaver.

Someone is wrong. Photoshop does not offer one click conversion to HTML. You can create mockup and graphics in Photoshop. It is recommended to use Adobe XD to create interactive prototype. Although XD offers some limited shape drawing tools you will need Photoshop for graphics and images.
