I want image to open but not resize to the window

So I am having an issue I never had before. If I have a large image open say 1500x900 and then open another image it resizes the whole window down to the small image so I have to constantly pull the window open to the larger size...?

I don't follow what your issue is exactly but here are a couple of things you could look at…

In the Tools section of the Photoshop Preferences
Zoom Resizes Windows

In the main menu…
Window > Application Frame
