It can be purchased from the official website at a cheap price and resell the software

(Note: Adobe already licence a cheap subscription called the Photography Plan for around $10 a month for the full version  of Photoshop and Lightroom plus cloud storage and updates as they become available.)

I think the Cloud License model makes reselling pretty much pointless.
