Most of the time, the problem only happens when I slowly draw a short line. I am using a medium Intuos Pro tablet, the most recent version of photoshop, and a 2019 macbook pro with the Catalina OS.
I just switched to a new computer and the most recent photoshop. This problem didn't occur when I was using my old computer and photoshop cs6 with the same tablet.
I've already tried reinstalling the drivers, changing the pen sensitivity in my tablet settings, and replacing my tablet pen's tip.

Reset Brush doessn't work for me either. I hAve NEVER had this happen before. This issue started today after I updated my Wacom Driver for MAC OS Catalina compatability.

Any luck with solving this? resetting the brush tool doesn't work for me either!

On a Mac, if you have wacom driver version 6.3.41-2, to to system preferences. Then open the Wacom Tablet driver. Select your wacom pen, then on the lower left side of the window, click on Options button. Try toggling off "Tip-Up Assist" and see if that removes the dots.

On Windows, lower the setting in the Wacom app "Pen > Tip Feel" to "Soft"
Problem went away for me then
