Layers unchecking itself while making GIFs

I have this problem for a while now and I don't think it should be happening. 

So right now I am making a GIF. I have 27 frames and layers.

Then I've added 12 elements on the frame 1 which should then mean it will be on every frame right? 

But it's not. It's randomly on some frame it is there and on some is isnt.

Same with style. I add stroke on the frame one but then for some elements it worked in every frame and some just in frame 1.

Then I have to play with ticking the layers to make them appear. But now I also have a problem that some layers dont want to appear on other frames. And some while I work get unticked again.

It makes work very frustrating.

Is it a common problem?

You must be aware how things work in Layers panel when creating animation. Can you explain with more details? Photoshop itself is not turning on/off layers visibility, perhaps you are making some mistake when creating animation?
