What is the newest Macbook Air iOS system that will allow photoshop creative suite 6 to work?

Not a Mac user, but I believe it's whatever the last one that allowed 32-bit apps to work. 

Meantime, moving this to the Photoshop forum, where you are more likely to get an answer with an actual release name.

macOS 10.14 Mojave is the last mac os to run 32 bit applications, though there is no guarantee the cs6 applications will work as good as they did on say Snow Leopard 10.6.
