Pen tool works different now

The pen tool doesn't manipulate lines anymore, it just deletes anchor points when you move your  mouse over them.  Does anyone know the reason for this change?  It's like a completely different tool now that I don't have a use for.  I can make curved lines by drawing an ellipse and modifying the border but it's a pain compared to the way the pen tool used to operate.  What has changed and what is the reason for it?

Are you on the Pen tool or the remove anchor point tool? The icons look similar but it would show a "-" when you move the pen around. Go to the toolbar and hold the icon to confirm you are on the pen tool.
