PHOTOSHOP 22.4.1 will not save images on M1 Mac Mini

so I have a new M1 MacMini (16GB 2TB HD) and it is running PS 22.4.1 Runs fast and well, but I cannot, for love or money SAVE AS >  to any location on my MAC without getting this error (see atached image). 

 

i know you can hit preview and drag the image to desktop and then name it and move on your wya, but it just seems impossible that this kind of error can exist in the newest version of Photoshop. I have photoshop set to have full disk access in security settings and I am the ONLY user on this machine and I am the admin on the account. 

Has anyone SOLVED this problem? I am sure I am not the only one dealing with this assinine error?

Go to Apple System Preferences/Security and Privacy.

Make sure Photoshop is listed and checked under "Full Disk Access".
