Photoshop Crashes the first time i turn my PC on. Have to restart in order for it to open.

Photoshop will not open the first time I boot my PC. The splash screen opens then it crashes. I have to restart my PC and then it will open.

 

Running Windows 10 10.0.19042

Have tried reinstalling but doesn't fix the problem.
