photoshop cs5 cannot create new file (Windows 10)

Photoshop cs5

Since the install of Windows 10 I have had issues with functions in Photoshop cs5. I  can open a file ok but if I want to create a new file it just clocks and I have to force a shutdown of CS5.

Also it issues a warning about Phtoshop modifying my PC. I always say ok

Photshop is runing as administrator.

I assume that either Win 10 or my virus software may be to blame

I strongly suspect that the issue is that Photoshop CS5 won't run on Windows 10:

CS6 and Earlier on Windows 10
