If you have the skills you could design a face mask with Photoshop (or Illustrator) and produce a cutting pattern.
I don't see how you could use Photoshop to incorporate electronics like Bluetooth though.

If you are manufacturing Face Masks with bluetooth built in. That is not and image. If you want to place is different design into a Face Mask, You may be able create a product mockup template of a mask that can be populated automatically with your Design and images saved of you Mask product with your various design populated.

The simple answer is no, coming from a product designer.
Photoshop is an image manipulating software, if you are planning to make a sketch/drawing of the product, it will be useful. If you are looking to create a model for your product you will need a 3D modeling or prototyping software and after that, you can create your presentations and clean the renders through photoshop.

If you mean to create a digital interactive prototype: No. Not possible.
Look at Figma, for example, for this. You could still use Photoshop to create the visual assets, though.
A much preferred approach would be to create a physical prototype, meaning: actually building it with real materials and electronics. This would help you understand what you are making a million times more.
