Problems with scaling and a path

When I want to scale an image with CTRL-T; I do not see the dots/grid. Only when I first reduce/enlarge the image with CTRL-+/- do I see them. The same goes for creating a path; same problem. Bug?

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?
