do you think that Photoshop works with a Graphic Card that has no Storage itself with 16GB RAM?

What do you mean has no storage itself? A graphic card has to have RAM. 

What  are your computer specs? OS, HD space, graphic card, Video RAM, etc.

These are the Specs:

 

Prozessormodell: Intel Core i5-10500, 3,10 GHz, Arbeitsspeicher: 16 GB, Grafikkarte: Intel UHD Graphics 630, Betriebssystem: Windows 10 Pro 64-Bit

 

And i think this graphic card

 

Intel UHD Graphics 630

 

Has no gb itself

That GPU uses shared system RAM. 

My advice, particularly with the updates currently going on with the way Photoshop uses the GPU, would always be to use a GPU with dedicated VRAM.
