Text and Image layers duplicating/ creating copies when resizing it

Hola Adobe community, 

 

When I go to resize an image or text the whole layer copies, making a whole new seperate layer. How do I stop this from happenning? I want to be able to resize without it making a new layer.

Hi, 

 

Okay this is what I mean.  I click on a layer, then on the keyboard I press option, command, t, then the layer dublicates.

How do I stop the dublicating from happening? It slows down the workflow

Why do you click option? 

The default keyboard shortcut for Edit > Free Transform is cmd-T.
