I think i reported a bug wrongly before it's more seems like when i am scrolling an image zoomed in, mostly when the pointer goes off screen for a second it kills all tools until i save, close and reopen an image...it never did this in any other version i have ever used. and it does this all the time.

Which version of Photoshop and OS?
How much RAM and spare hard disk capacity do you have?
Have you tried resetting the Photoshop preferences, which you can do under the General tab in Photoshop preferences?

the latest adobe, and latest windows.... it's been doing this for a year. I uninstalled and reinstalled all of my adobe products recently and it still does it. 32 gigs rams.....many terrabites spare disk space.

I have exactly the same issue, when I scroll through my pictures sometimes the tools stop working and I need to re-open the file. So far no solution found and I use Photoshop in CC supscription in latest version and my PC setting should be strong enough. Maybe we find a similarity that brings us closer to a solution. Are you using any Plug Ins? I have a beauty retouch panel which I suspect or maybe it's my old graphic card.

How much spare hard disk capacity do you have?
Have you tried resetting the Photoshop preferences?
Try unticking Use Graphics Processor under the Performance tab to see if that helps.

1. more than 750 GB free, System has just been set up newly
2. I have deinstalled it and installed it newly. Is it doing the same?

and many terabites of backup. it's not my system its photoshop for sure.
