trying to make a GIF by rendering a video and get error if I use a lot of frames

I'm able to successfully render a video if it is less than around 6 frames. If I go any more than that, I get the error "Could not complete the Render Video command because of a problem with Adobe Media Encoder."

The image on each layer is only 1080 px x 1080 px, so I wouldn't think size would be the problem. Any advice?

Animated Gif are saved via Export Save For Web.  You need the Create abs Frame Animation time line first.

Can you post screenshot please? As already stated by JJMack, you must Window > Timeline > Create Frame Animation first before exporting GIF via File > Export > Save for Web (Legacy).
