What has happened?

I have received the "dynamic link not available" error on 3 seperate devices that were all working fine 2 weeks ago. I have tried every fix that I've found on here and other forums and nothing has worked. I've disabled the firewall on my pc and provided by my ISP, didn't work. Replaced the dynamic link file, didn't work. Reinstalled. Factory reset my PC. Deleted the preferences file. Reset my preferences. Etc. I have done this on all of the devices and it didn't fix the error on any of the devices. 

 

Is there a chance that this error is linked to my account?

I found this thread on the feedback forum which is followed by the product team:

The Senior Product Manager @Jeffrey Tranberry  said this:

"I suspect this is because the version of Photoshop you are running has been modified. Follow the instructions here: https://helpx.adobe.com/photoshop/kb/crash-on-launch-photoshop-cc.html or contact support directly"

 

and this:

1. First make sure Photoshop is up to date
2. Restart the computer to make sure that the background processes that are needed are running

 

If you haven't tried these, this might be a good place to start.
