While exporting a PNG w/ alpha, contents of artboard shift to the right or auto-crop

While exporting a PNG w/ alpha, Export As and Quick Export as PNG functions shift contents of the artboard all the way to the right of the specified dimensions or will automatically crop the PNG to the dimensions that it can detect pixels in. Does anyone have any clue why this could be happening and/or how to fix it?

I've tried updating to the latest version of PS only to have it keep occurring, reverted back to the previous version, uninstalled, reinstalled, etc. This issue still keeps happening.
I am stumped trying to fix this problem.

I haven't had this issue for a while but when I did it appeared to occur randomly and I could never pin down the cause. My "solution" was to duplicate and flatten the file with the particular layer combination that I needed and then export. Silly I know but it worked.
