Why can't photoshop render at 4k 60fps?

I would like to know why Photoshop limits the framerate when rendering videos, I can only render at 30fps.

I don't know why one would even think about adding this restriction into a program like photoshop that I meant to deal with high resolution graphics.

Do I have something set up incorrectly in the options?

Please let me know how I can fix this.

If you are serious about video editing or animation you should not be using Photoshop for that in my opinion.

What exactly are you doing and why do you use Photoshop for it?

I'm currently using photoshop to convert panoramas into scrolling 4k videoes, although they don't look smooth at 30fps. I have only subscribed to the photography subscription on adobe and therefore only have access to lightroom and photoshop.

In my case, the issue is that I have to turn a sequence of thousands of images into a video; hence using photoshop to get that first raw video out the door.

Do the restrictions also affect you when you render a Photoshop Image Sequence instead of Adobe Media Encoder?

No. I can render at 60fps when I render an image sequence.

Do you suggest that I first render sequences for each image and then convert them into video?

If so, would you know how I would go about doing that?

You can render an image sequence with 60 images representing 1 second. What Photoshop will not do is construct that into a 60fps video format output. The bottom line is that Photoshop is not a video editor. It has some limited video functionality but Adobe's video editor is Premiere Pro.
There is also Premiere Elements - but I don't use it so am not familiar with the functionality. There is though a forum where you could check whether it would meet your needs if you want to go down that route
