Why image gets zoomed when exporting with different scale ? (Sample psd attached)

What is the reason behind this image getting zoomed when I try to export it with a different scale ? 

Is this a bug ? Or a settings problem ?

It's not really clear what you mean by scaling and zooming. A better explanation of your procedures is required, including what export settings you use and how you verify the result.

I'm just doing 'Export as' on a layer, and changing the scale settings.
