#2 Could not launch HDUpdater because the file is empty

I've been trying to install the latest update for PSE 2021 v19.0.....but  a pop-up screen opens with the follow messag:  "Could not launch HDUpdater because the file is empty".  What does this mean??  Please respond..... thanks

Try downloading the installation file from this location and see if it helps.
