Cannot get install past 4%. Have let it run for hours.
Viewed the logs and there are no errors.
Have rebooted machine multiple times.
Shut off virus protection and firewall.
Redownloaded multiple times using suggested links on Adobe website and this forum
Did a silent install attempt via command prompt.
Logged out of Adobe credentials and logged back in.
Manually stopped Adobe background processes to make sure no conflicting processes were running.
Used Creative Cloud Cleaner Tool.
Verified PC has all required specs.
Verified connectivity (900+ MBPS symmetrical up and down on fiber)
Last line item in each log when it freezes at 4% is: Win64 Runtimes to install: VC12,VC14,VC14.1
Just can't get this thing to work and this is the first time I have ever had a problem installing any software, including Adobe. Any ideas, or am I waiting for tech support during the work week?

Download from here first, and try the install FIRST using this:
https://helpx.adobe.com/download-install/kb/photoshop-elements-downloads.html
IF THAT DON'T WORK READ THIS STUFF AND DOIT.
VC12,VC14,VC14.1 are visual C++ runtimes---- In simplest terms they are files required by your OS to make the program work. When needed a program installation file installs them, lots of time they get installed regardless of whether or not other programs install them--- so you end up with multiple copies of what appears to be the same runtime file. trust me on this: They are slightly different version one might be version 14.201567 another one might be version 14.201568 for example.
Here is where some people get into trouble: They start deleting them "Hey Sam, I just deleted a bunch of runtime files and saved alot of space-- they were duplicates anyway...." No, they were not duplicates.
Give this a try, reboot your computer then do the install again.

Mine is doing exactly the same.
I have followed all the steps advised on Adobe Help, no success.
I have contacted multiple Adobe agents via Chat, given remote access, but none can solve the issue.
I have contacted my internet service provider who advised there is no issue with my connection.
I am now looking for alternative software. Dissappointed.

I had a similar problem. The download stopped at 2-4%. Eventually Adobe techie downloaded the complete program to my PC and installed from the download.
