A different approach to rid myself of duplicates?

I have thousands of duplicates in my library. All of my pictures used to be in folders in the tree layout that had lots of sub folders.  I know that some of the duplicates came about in various ways like opening a library & the old library being found after the latest one had started, as well as Windows 10 problems & libraries.

In any event its a mess & I'm looking for the easiest way to fix the problem  I'm thinking of creating anew folder & then moving all of the pictures into it, thus leaving both the original tree & its sub folders empty & could then be deleted.

I just want to know if doing this is OK or is going to make matters worse.  I'm sure the duplicates will still be there but at least they should all be in one folder.  Is there any special utility that would then be good at deleting the duplicates since I don't think that PSE 11 is up to doing the job?

Any other ideas are welcome.
